Job Vacancies Details

The Investment Office (INV) is responsible for the investment and management of the Staff Retirement Plan (SRP) and Retired Staff Benefits Investment Account (RSBIA). SRP ($13.1 billion) and RSBIA ($3.1 billion) are currently structured as globally diversified portfolio across 7 asset classes (Global Equities, Emerging Market Equities, High Income, Real Assets, Enhanced Cash/Absolute Return, Alternative Investments, and Global Fixed Income).

The Investment Officer assists in monitoring investment mandates; managing manager relationships; drafting notes and periodic reports for stakeholders; coordinating and executing investment operations; assessing risk contribution and performance measurement; and researching, analyzing, and formulating investment ideas or themes for the benefit of the Staff Retirement Plan (SRP) and Retired Staff Benefits Investment Account (RSBIA).

Minimum Qualifications

  • Educational development, including and/or supplemented by work experience, typically acquired through the completion of an advanced university degree in economics, business administration or financial analysis, or equivalent, is required, together with a minimum of two years of relevant work experience, or equivalent.

The ideal candidate possesses:

  • Solid, strong, and demonstrable analytical thinking and quantitative skills.
  • Excellent writing and editing skills—e.g., ability to take a complex idea and explain in layman’s terms.
  • Proven ability and experience of  reviewing  investment terms and agreements for public and private investments.
  • Proven ability to analyze problems (related to investment management and investment operations) and formulate optimal solutions.
  • Proven ability to collaborate and build relationships with peers, stakeholders, investment managers, and external parties involved in safeguarding the SRP and RSBIA.
  • Experience in managing investments and investment operations; assessing risk; analyzing performance measurement and attribution; formulating analytical framework; and/or applying qualitative assessment in respect of conducting due diligence.
  • Proven ability to take feedback, and give constructive feedback.

Knowledge, Skills, Abilities required for the role:

  • Willing to become a multi-expertise generalist with responsibilities spanning across three main functional areas (i.e., investments, investment operations, and risk and performance measurement).
  • Willing to adapt to new approaches, processes, and investment philosophy.
  • Be able to take ownership of end-to-end responsibilities.
  • Be able to meet timelines.
  • Be agile, flexible, and dynamic in respect of tackling new responsibilities and challenges mandated by the evolving needs of the Investment Office.

Major Duties and Responsibilities

  • Drafts and edits pithy investment proposal, investment termination, and sector review and analysis notes for the Investment Committee (IC) or other stakeholders according to INV rules and protocols.
  • Drafts and edits annual performance report to the Pension Committee (PC) and Investment Committee (IC) business meeting minutes.
  • Conducts quarterly investment manager due diligence meetings and properly document findings.
  • Monitors and validates monthly investment manager performance, performance attribution, and risk contribution.
  • Monitors and validates manager compliance in respect of investment guidelines.
  • Formulates and negotiates investment management agreement (IMA) business, financial and operational terms (e.g., legal language concerning immunities and alternative dispute resolution, investment guidelines, and fee structures).
  • Manages and administers investment operations in respect of on-going investments (e.g., investment management agreement and side letter amendments, investment guideline updates and temporary exemptions, fee schedule updates, legal and tax status confirmation, capital call processing, rebalancing communication with managers, etc.).
  • Contributes to sector reviews and strategic asset allocation (SAA) exercise, including  sector strategy analysis, validation of capital markets assumptions, and benchmarks.
  • Keeps abreast of regulatory changes in respect of valuation accounting, derivatives, custody, tax policy, and counterparty risk management.
  • Researches, analyzes, and formulates investment themes or ideas to improve portfolio construction and sector structuring in coordination with the Head of Investment Office.
