The project will be implemented in 11 districts in Southwestern Uganda namely Kamwenge, Rubirizi, Mitooma, Bushenyi, Buhweju, Sheema, Ibanda, Mbarara, Kiruhura, Isingiro, and Ntungamo District.
Ibanda University is seeking for qualified candidates to fill the following positions.
- Project Manager for Youth Inclusive Diary Market System (YIDaMS) in Dairy Value Chain Development (Position 1). Ref: MCF 01
Duties and responsibilities.
In a collaborative partnership with project partners, and under supervision of Ibanda University (IU), the Project Manager is responsible for overall project management, including project administration, finance/ budget management, procurement, monitor project progress, identify project positive developments, potential risk and mitigate risk, staff management, advocacy, and reporting. Keeping up-date with new knowledge and developments in youth programming and skilling. This role will ensure the skilling component of the project is streamlined and delivered in a manner that positions youth for employment opportunities.
In particulars, the project manager shall work to:
Coordination:
- In cooperation with project partners oversee the youth skilling intervention, provide technical expertise and guidance to project participants and ensure youth engage in meaningful employment.
- Mentor and build the capacity of project team to integrate youth into dairy value chain development.
- Coordination of youth skilling component in the project operational areas.
- Together with the Project lead support the establishment of sustainable marketing system to motivate youth to identify opportunities and engage in the business opportunities along the dairy value chain.
- Ensure all project activities, procurement and spending are complying both Master Card Foundation (McF) and the partners procurement regulations.
- Coordinate preparation of quarterly and annual plans, budgets, and reports for the project.
- Identify and collaborate with other partners in order to get synergetic effects of the work.
- Support project team to facilitate and coordinate input and output market linkages.
- Technical assistance and manage the development, monitoring, analysis, and evaluation of the project.
- Provide input into orientation of staff as may be required.
- Develop project specific work plans, detailed implementation plans, and project schedules based on project agreements and contractual obligations.
- Manage the budget and assist in the development of cash flow projections and budget forecasting.
- Ensure timely submission of financial and narrative reports.
- Support the establishment of and functional center of excellence in pasture management at the university and community level hubs.
- Conduct regular field visits to monitor activities and provide advisory support to team members and beneficiaries.
Ensure the project is based on round design principles and donor required M & E systems and design a realistic M & E plan for the project. Serve as a main contract person for the project partners, government authorities and media.
Training:
In collaboration with other project staff and partners, work to identify capacity gaps with regards to project activities in the region.
- Design and support training for staff, project partners and project participants in workshops and group level.
- Build capacity of youth to take charge of business incubation hubs, input and output markets, livestock management practices in their communities.

Qualification
The successful candidate will be able to work without direct supervision, pay attention to details, represent the organisation, experience in successful delivery of the project, management of project staff, and management of the donor contract against the plan, budget, and log frame. S/he will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking, and problem solving.

- Minimum 5 years of progressive management experience in the NGO field with a focus on livelihood development programmes.
- Experience in youth skilling
- Understanding of and proficiency in the use of monitoring and evaluation tools.
- Vast experience in value chain development is essential and particularly experience in dairy value chain would be desired.

Master’s degree in veterinary medicine or Animal production and management, Agriculture, Agribusiness and Business Administration. Bachelor’s degree in the above is essential. POSITION 2: LIVESTOCK PRODUCTION OFFICER (Feed and Animal Nutrition)
Ref LP I (one position)
Duties and responsibilities.
In a collaborative partnership with project partners, and under supervision of Ibanda University (IU), the livestock production officer (feed and animal nutrition) is responsible establishment of functional center of excellence in pasture management at the university, on- farm production pasture aggregation, marketing, and value addition. S/he in collaboration project partners will provide technical assistance to the Community animal health workers (CAHW) to set up community pasture seed banks, promote the CAHW model amongst dairy farmers. Mentor the milk aggregation points in business development. Support the establishment of a functional center for excellence in pasture management
In particular, the livestock production officer shall.
- Participate in the implementation of the project activities that support good pasture farming / livestock /industry practices that relate to the development and utilization of feed resources, efficient animal nutrition, feed safety and address the associated trade in animal feed stuffs.
- Support youth to model their business, develop business plans and facilitate business to business engagement.
- In collaboration with implementing partners, participate in the implementation and technical support of the trainees relating to the utilization of feed resources, pasture growing, feeding standards and improved animal nutrition, provide efficient animal nutrition in their livestock development programmes.
- Facilitate Training of Trainers (ToT) for 110 Community Animal Health Workers (CAHW), Village Agents (VA) and Milk Collection Centre (MCC) representatives and project field staff (Livestock Extension Workers, Youth Feld Assistants)
- Develop strategies to enhance and better utilize available / potential feed resources and implement good feeding and mutational practices.
- Advise the engaged local farmers in developing and complying with feed safety / quality standards.
- Contribute to and technically support appropriate supplementary / emergency feeding intervention for livestock in the engaged local farmers.
- Keep up-to-date and informed on relevant developments; design and conduct analytical studies on specific technical issues affecting animal nutrition, feed resources and feed safety.
- Design, develop and implement a Centre of excellence in pasture growing at Ibanda University that will serve the region with feeds and pasture for the livestock in the south- western region.
- Monitor youth during skilling during training, internship and track utilization of skills gained
- With support from project team facilitate research that will guide the improvement in performance of the dairy sector.

Qualification
Bachelor’s degree in veterinary medicine and or Animal production and management. POSITION 3: FINANCE AND ADMINISTRATION OFFICER
Ref F 1 (one position)
The finance and administration officer will be responsible for leading, managing, tracking and tracking of activities implemented under the project.
The duties and responsibilities of the Finance and Administration officer include the following.
- Financial management
- Prepare process of all accounting transactions such as disbursement, cash receipts, journal entries and advances which are in accordance with finance and accounting policies and procedures.
- Ensure timely submission of monthly requests, reconciliations, and financial statement reports.
- Maintain accurate bank records of cash withdraws and deposits.
- Ensure efficient payment and disbursements according to approved policy and procedures.
- Provide administrative, logistical and procurement support to the team on ongoing operations.
- Follow up on issues raised by project partners to ensure compliance and resolution.
- Other duties related to logistic and procurement, as assigned by the project manager.
- Budget management.
- Assist activities managers with compiling managing, monitoring and tracking budget (eg organizing invoices, checks and other financials) and preparing financial/ funding report when cleaned necessary.
- Work with the project team to ensure budget compliance.
- Ensure maintenance of up-to-date register of the project assets.

Required Qualification.
- Minimum 5 years of relevant work experience in financial management and project administration.
- Bachelor of Accounting, or Bachelor of Accounting and Finance or Bachelor of Commerce

POSITION 4: PROJECT OFFICER – ENTREPRENEURSHIP TRAINER
Ref ET I (one position)
Duties and responsibilities.
In a collaborative partnership with project partners and under the supervision of Ibanda University (IU) the project Officer -entrepreneurship trainer is responsible for facilitating training programmes of the 50,000-youth expected under the project. This role will ensure the YiDAMs Livestock Extension Workers and Youth filed assistants as well as CBF (village Agents, Community Animal Health Workers and Milk Collection Points Aggregators) have the capacity, confidence and expertise to deliver an inclusive dairy value chain.
Duties and responsibilities.
- The trainer will facilitate entrepreneurship training course to the staff and project participants.
- The trainer will be involved in development of training modules provide by the project.
- The trainer will be provided with training materials and be encouraged to adopt the format and content of the entrepreneurship sessions, as she/he sees fit and based on their knowledgeable experience to achieve the project objectives.
- Follow up and track youth under apprenticeship and link them to employment opportunities.
- Provides direct level technical support to project teams.
- Builds the capacity of project field staff on enterprise development, business incubation and management
- Mentor new staff on enterprise development approaches.
- Organize and train Trainer of Trainers programme for the project, both staff and community resource person.
- Together with the Enterprise Development Coordinators, support the establishment, expansion and management of Incubation centers.
- Reporting on a weekly and monthly basis regarding the progress of the entrepreneurship.
- Developing training and activities work plans.
- Data collection, which includes baseline surveys, progress assessments, and impact assessments.
- Perform such related duties as may be assigned.
Knowledge / Experience, Qualification/skills, and Abilities Required.
Qualification
Master’s degree in agribusiness, livestock management related courses, business administration. Bachelor’s Degree in Agriculture, business administration, agriculture economics, agribusiness, micro-finance and related fields with post graduate qualification in a related field.

- Minimum of 8 years of relevant experience in the field of entrepreneurship.
- Must demonstrate proficiency in the word processing, presentations, excel etc.

Duties and responsibilities.
- Shall be responsible to the Vice Chancellor.
- Facilitate the formation and implementation of quality assurance policy guidelines for Ibanda University.
- Initiate and operationalize QA performance indicators and code of conduct.
- Initiate and operate QA performance indicators and code of conduct.
- Work with relevant units to identify internal and external standards through bench marking and assessment of quality programmes.
- Co-ordinate operations relating to the quality Assurance of Academic Programmes.
- Advise University Management on Quality Assurance matters relating to the teaching learning, assessment, research and consultancy and other forms of service delivery.
- Be responsible for the management of staff trainings for performance improvement.
- Developing and implement strategies for awareness creation about quality Assurance.
- Carry out routine and continuous assessment in respect of service delivery by varied units of the University, including student/ staff evaluation exercises.
